Ryan B. Stoa is a Senior Scholar at Florida International University.  He holds a joint appointment with the College of Law and the College of Arts and Sciences, where he is the co-Director of the International Water Group of the Institute for Water and the Environment.  Professor Stoa’s scholarly interests are in the field of environmental and natural resources law, including water resources law, ocean and coastal law, energy law, international environmental law, local government law, and natural disaster law.  His work has been featured in the Hastings Law Journal, the Georgetown Environmental Law Review, the Vanderbilt Journal of Transnational Law, and the Natural Resources Journal, among others.  He blogs at www.ryanstoa.com, and is on the editorial board of the Sea Grant Law and Policy Journal.  In 2015 he received the “FIU Top Scholar” award.

Professor Stoa teaches Natural Resources Law, Water Resources Law, and Ocean and Coastal Law at the FIU College of Law.  He is the Co-Director of the Environmental and Natural Resources Law Program at FIU, and the co-founder of the Environmental and Natural Resources Law Certificate.  Professor Stoa is an affiliate faculty member of the Africa and African Diaspora Studies Program at FIU’s School of International and Public Affairs, and provides technical expertise to international development programs in Haiti, Sub-Saharan Africa, and the South Caucasus.
